Secure. Interoperable. Built for Innovation.
The ITSO Specification defines how the core components of a ticketing system work together so tickets issued by one organisation can be recognised and accepted by another - known in the transport industry as interoperability.
The Specification covers the full ticketing lifecycle, from how smart tickets are created and secured, to how they are used, processed and exchanged across different operators, modes and systems.
By using the ITSO Specification, operators, authorities and suppliers can deliver smart ticketing solutions that are secure, interoperable and future-proof, without being locked into a single supplier or proprietary system.

Guardianship of the ITSO Specification
We are the only UK-wide organisation entrusted by the Government to manage and develop the ITSO Specification.
ITSO has stewarded the ITSO Specification for 20+ years, managing its development, governance and ongoing evolution under Crown Copyright on behalf of the UK transport industry.
The latest release, version 2.1.5 was released in April 2025 following approval by the Secretary of State for Transport. This represents a significant milestone in ITSO's ongoing dedication to maintaining the Specification as a reliable and trusted standard for our members now and in the future.

Every ITSO-enabled journey is protected
We define the security rules that underpin smart ticketing.
With built-in protections such as mutual authentication, transaction security, and lost card blocking, ITSO ensures tickets cannot be duplicated or tampered with. Every ITSO-enabled journey is protected - safeguarding passengers, defending concessionary schemes from fraud, and giving operators and authorities confidence that revenue and reputation are secure.

ITSO Specification
One Specification. Multiple possibilities
Because passenger needs and operator priorities vary, no single ticketing system can meet them all. The ITSO framework provides a common foundation that supports a wide range of ticketing options - from single and multi-operator schemes to smartcards, digital tickets, and mobile or wearable solutions.
This flexibility allows operators and authorities to design services that work locally while remaining interoperable at a national level, ensuring that ticketing across the UK stays reliable, inclusive, and consistent as travel behaviours evolve.

ITSO Specification
Designed in collaboration with its members
ITSO manages and maintains the Specification on behalf of its members, who actively contribute to its development. This collaborative approach ensures the framework evolves with the industry, supporting innovation today and preparing for the needs of tomorrow.
